I also have the same situation, where my mother is a housewife and my father is a Class II officer with income > 8LPA. My brother has appeared for his 12th exams this year and we are waiting for his results.
Can you please tell me, which clause of NCBC says that, my brother can be eligible for getting OBC NCL as per our situation.?
Actually, when asking about the OBC-NCL rules, those people at help-desk, denied my father directly by saying that, as income is above 8LPA, my brother could not fall into OBC NCL category.
It would be Best if you pass me some written proof for what you have said. I will be grateful to you.

Page 14 Section B Says, Parents both of whom are/were Group 2 officers.
Page 3 Point 6 Says, Income of Group 1, Group 2 employees would not be considered under wealth Test.
Anyhow, You can approach the Tahsildar, Collector Office and explain them.
Pls. clarify on the below. Is the current income limit for ONC NCL is 8 Lakhs or as per below for year 2019.
